On December 17, 2006, Kuwait informed the TBT Committee that it would be replacing the current International Conformity Certification Program (ICCP) with a new Kuwait Local Conformity Assurance System (KUCAS).
Kuwait hereby notifies the TBT Committee that it is extending the submission period and postponing the implementation of the KUCAS in accordance with the dates indicated in items 9 and 10 of the current communication in order to give the Committee enough time to review the submissions and, if necessary, consider amending the Guidelines in light of the insightful feedback provided by the TBT Committee members on the KUCAS Guidelines.
The International Conformity Certification Programme (ICCP) was introduced by the Kuwait Industry Authority (PAI: The Public Authority for Industry) on March 17, 2003. Its purpose is to assess and confirm the conformance of products imported from Kuwait. Before entering Kuwait, all controlled products must obtain the COC (Certificate of Conformity) issued by PAI's authorised body in order to facilitate a smooth customs clearance process.

- The product's compliance with applicable Kuwaiti technical legislation and recognised international, regional, and national standards is attested by the Technical Assessment Report (TER). A Technical Inspection Report (TIR) can attest to the products' adherence to Kuwaiti import laws.
- A random sample of the imported items may be taken by the appropriate Kuwaiti authorities to confirm that they adhere to the applicable standards.
